Opengrep v1.27.1 released

Opengrep is the open-source SAST engine forked from Semgrep after Semgrep restricted key scanning features to a commercial license. It supports inter-procedural and cross-file analysis with SARIF/JSON output.

v1.27.1 follows v1.27.0 by just one day with a bugfix.

Bug Fixes:
- Force-remove baseline worktree so EOL-normalizing repos don't fail scans

Improvements:
- Remove Semgrep infrastructure and run the python tests in CI
